This means that the dog keeper is liable to the victim immediately after the bite occurs with very few exceptions. A victim need not prove that the dog owner was negligent, or that the dog had a vicious propensity or that the animal had bitten other people in the past. The victim only has to show that he or she was bitten. The law is even more stringent where it pertains to dog bite victims under the age of seven (7) years old. In such instances there are no exceptions to the strict liability rule.
